Finders share their details only with consent, only to reunite you. Their information is kept just as long as the recovery needs it — at most twelve months — and they can ask for it to be erased at any time, no account required.

Update your page once and every tag your pet wears is current — the tag points to her identity, not to a printed number. No re-engraving, ever.
